ChanServ
If you have desires to start your own channel, all you need to do is join a channel that doesn't exist yet.
Example: type /join #MyChannelName
If that channel is already registered, it won't let you do anything with it, but if it's a brand new channel,
ChanServ will temporarily set your mode to +o (channel-operator). But to keep this channel as your own,
you need to register it by simply typing, /chanserv register #channelname description
From that point on, if any user joins the channel, when you're not around, ChanServ will set their mode -o and not let them do anything with it, because it's already registered to you. You have full control over it.
Type /chanserv help for a list of options, inculding setting a channel greeting or topic.
*NOTE: Users are limited to 5 channels.
